Self-Employment Can Count As Qualifying Work
You do not need to be paid through PAYE to qualify for working parent childcare. Genuine self-employment can count as qualifying paid work when the income and other eligibility conditions are satisfied.
HMRC may assess expected earnings over the next three months or, where income is irregular, consider an average across the current tax year. New businesses may also benefit from a special start-up rule during their first 12 months.

Can Self-Employed Parents Get Free Childcare?
Self-employed parents in England can qualify for Free Childcare for Working Parents. The scheme is not restricted to employees: qualifying work can include employment, self-employment or work as a company director.
Eligible families with a child aged from 9 months to 4 years can receive up to 30 funded childcare hours per week for 38 weeks of the year. Some providers allow the same annual entitlement to be stretched across more weeks.
Main Eligibility Conditions
Your application will normally consider the child’s age, whether the child usually lives with you, your work, expected earnings, adjusted net income and immigration status.
Where you live with a partner, both adults generally need to meet the relevant work and income conditions unless one partner qualifies under a permitted exception.
- The child must be within the eligible age range.
- You must be in qualifying paid work or starting work.
- An established self-employed parent must normally meet the minimum earnings condition.
- Neither parent can normally have expected adjusted net income above £100,000 for the current tax year.
- The applicant and partner, where applicable, need National Insurance numbers.
- The applicant must satisfy the relevant immigration or public funds rules.
What Counts As Self-Employed Earnings?
Business turnover is not the same as personal earnings. Turnover is the total income received before allowable business expenses. The figure relevant to eligibility is more closely connected to the earnings or profit you expect from your self-employment.
A business may collect substantial customer payments while also paying for materials, software, travel, professional fees, insurance or other expenses. Entering turnover instead of expected earnings can create an unrealistic result.
Turnover
The business’s gross sales or fees before allowable expenses are deducted.
Business Profit
Income remaining after allowable business expenses, before personal tax adjustments.
Adjusted Net Income
A separate tax measure used for the scheme’s upper-income condition.
Cash In The Bank
Not necessarily the same as profit because payments, expenses and tax can fall in different periods.
Working Through A Limited Company
A limited company director may also qualify, but the application can be assessed differently from a sole trader. HMRC may use PAYE information and may ask for evidence that the minimum income condition is met.
Dividends do not normally count towards the minimum earnings requirement in the same way as qualifying earnings from work. Directors paying themselves a small salary and larger dividends should check the official rules carefully.
The Self-Employment Start-Up Period
A newly self-employed parent may not yet earn the normal minimum amount. To recognise that new businesses often need time to build revenue, a start-up period can temporarily remove the usual minimum earnings requirement.
How Long Does The Start-Up Period Last?
The relevant start-up period generally covers the first 12 months after the trade, profession or vocation begins. During this qualifying period, low initial earnings do not automatically prevent eligibility.
The exception does not remove the other conditions. The parent must still be genuinely self-employed, the child must be eligible, the adjusted net income limit must be met and a partner’s circumstances may still need to qualify.
When Does A Business Start?
The start date is normally connected to when the trade, profession or business activity began rather than when the idea was first considered. Evidence may include the first invoice, customer contract, trading records, registration details or the date active business activity started.
Can You Use A New Start-Up Period Repeatedly?
The start-up exception is not intended to reset whenever a parent changes a trading name or begins a closely related activity. HMRC rules restrict when a second or later start-up period can be used.
Parents who have previously relied on a self-employment start-up exception should not assume a new venture immediately creates another 12-month exemption. Request an official decision where the position is unclear.

What Happens When The Start-Up Period Ends?
Once the exception ends, you will normally need to meet the standard minimum earnings condition. This may be checked when you reconfirm your childcare-account details.
Keep your projected income under review before the 12-month point. Where earnings remain below the minimum, investigate whether an annual average can be used or whether another childcare support option may be more appropriate.

Self-employed income is rarely identical every month. Seasonal businesses, freelance contracts, delayed invoices and uneven customer demand can create large differences between one three-month period and another.
The childcare-account rules recognise that some people work throughout the year but are not paid regularly. In suitable circumstances, expected earnings may be considered as an average across the current tax year.
Three-Month Earnings Test
The standard approach considers how much you expect to earn during the three months after applying or reconfirming. The minimum broadly reflects 16 hours a week at the applicable National Minimum Wage or National Living Wage.
The cash amount changes when statutory wage rates change and can differ by age or apprentice status. Always use the current amount shown in the official application guidance.
Annual Averaging
A self-employed parent who works throughout the year but expects low earnings in the next three months may be able to use average expected earnings for the current tax year.
Annual averaging can be helpful for seasonal traders, consultants paid after completing long projects and businesses with a small number of large invoices. The estimate should still be reasonable and supported by available records.

- Contracts, booking records or purchase orders.
- Accounts or profit-and-loss records.
- A Unique Taxpayer Reference where one has been issued.
- Self Assessment information or tax calculations.

- Records showing regular activity even where payment is delayed.
Income That Does Not Normally Count Towards The Minimum
Passive or investment income does not usually count as earnings from qualifying paid work. Examples can include dividends, interest, property investment income and pension payments.

Both Employed And Self-Employed
Parents can combine earnings from employment and self-employment when assessing whether the minimum is met. In some circumstances, a person who is both employed and self-employed may rely on the self-employed income calculation where it produces eligibility.
Keep the different income sources clearly recorded. PAYE earnings may be checked automatically, while HMRC may request additional information about self-employed earnings.
How Self-Employed Parents Apply For Free Childcare
Applications are made online through a government childcare account. If approved, you receive an 11-digit eligibility code to give to your nursery, preschool, childminder or other participating provider.
Information You May Need
You will normally need your National Insurance number and your partner’s National Insurance number where applicable. A self-employed applicant may also need a Unique Taxpayer Reference if one has been issued.
The application can also request information about the child, expected earnings, the date you began work and your immigration status.

When To Apply
Funded childcare normally starts from the beginning of a term rather than immediately after the application. The main entry points are January, April and September, and application deadlines apply before each term begins.

Apply early and speak to the provider before the deadline. An eligibility code does not guarantee that a particular setting has a funded place available on your preferred days.
Reconfirming Every Three Months
You must normally sign in to the childcare account every three months and confirm that the information remains accurate. HMRC sends reminders, but the responsibility for reconfirming remains with the account holder.
A new business can pass its 12-month point between reconfirmations. At that stage, the normal minimum earnings rule may become relevant even though the start-up exception applied previously.
What If Your Earnings Fall?
A temporary fall does not always mean that funded childcare ends immediately. The treatment can depend on expected earnings, annual averaging, the reason for the change and whether a grace period applies after eligibility is lost.
Update the childcare service when circumstances change and follow any instructions provided. Do not rely on an old eligibility code without reconfirming it.
Combining Funded Hours With Other Childcare Support
Funded childcare may not cover every hour a self-employed parent needs. Trading hours can include evenings, travel, administration, customer appointments and unpredictable work peaks.
Tax-Free Childcare
Eligible parents can generally use Tax-Free Childcare alongside Free Childcare for Working Parents. Funded hours can cover part of the attendance pattern, while the childcare account may help with qualifying fees for additional approved care.

Universal Credit Childcare Costs
Some self-employed families receiving Universal Credit may be able to claim help with registered childcare costs. Universal Credit uses separate rules, including how self-employed income is assessed.
Tax-Free Childcare and the childcare-cost element of Universal Credit cannot normally be received at the same time. Compare the complete household result before changing schemes.
Universal 15 Hours
All 3 and 4-year-olds in England remain entitled to the universal 15 hours regardless of whether their parents meet the working-parent rules. This can protect part of the childcare entitlement if self-employed earnings fall.
Support For Eligible 2-Year-Olds
Some 2-year-olds qualify for a separate 15-hour entitlement because the family receives extra support or the child meets specified criteria. This entitlement has different eligibility rules from the working-parent offer.

Self-employed parents may need more flexibility than a standard fixed-hours contract provides. Compare nurseries, registered childminders, preschool sessions and wraparound care using the actual times you need to work.
Check minimum sessions, notice requirements, holiday retainers, late collection fees and whether unused hours can move between days. Flexibility can be as important as the headline hourly rate.
